Subject Verb Agreement: Neither can be a distributive adjective (Neither brother) or pronoun (Neither wanted) and is always considered singular. So the verb in the predicate should be was not were.

Although exhausted from the cold, Sara was forced by her survival instinct to keep moving.
Misplaced modifier: Sara and not Sara’s survival instinct was exhausted from the cold. The modifier (in this case ‘Although exhausted from the cold’) should be close to the word or phrase that is being modified.
